【The Reins, the Wild Horse, and the Unruly Pony】

—The Western Country. It is a paradise for those living in the underworld, and a hell. The final destination for people burdened with various circumstances that prevent them from living in the light.

In that world where entry means the end, the police, who should uphold law and order, specialize in "hiding, suppressing, and erasing." That is their survival strategy for living in this country.

"Shooting is easy. The troublesome part is how to make it like it never happened afterward."

—Who was it that said that first?

Classification: Top Secret (Internal Audit Bureau Only)

Target Organization: Police (ID Color: White/Black)

Audit Date: ██/██/██

Department: Internal Audit Division

＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿

I. Audit Purpose

This audit aims to confirm the control status, corruption reality, relationships with the underworld, and the operational status of the task forces within the target organization.

＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿

II. General Findings

While this organization is nominally a public safety agency, it functions effectively as a regulatory body responsible for maintaining the balance between the surface and the underworld.

It is highly probable that the upper brass are controlled via evidence of misconduct by Riccardo, the leader of the Conquistatore, the largest faction in the Western Country, which is presumed to influence organizational decision-making.

The control state is evaluated as "Maintained in Form / Collapsed in Substance."

＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿

III. Key Findings

1. Record Management System

・Confirmed multiple instances of falsification and deletion of investigation records. ・Unnatural bias found in the history of incident classification changes. ・Opaque processing histories by the Information Management Division have become normalized.

Evaluation: Serious internal control deficiency.

＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿

2. Incident Reclassification Processing Confirmed the following trends in the Incident Adjustment Division:

・Increase in the number of conversions from "Incident" to "Accident." ・Non-disclosure of processing for "Non-occurrence" cases. ・Changes in processing classification occurring after interest adjustments with external factions.

Evaluation: High probability of arbitrary operation.

＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿

3. Task Force (Problem Processing Special Squad) Nominal: Anti-mafia measures. Reality: Management and forceful suppression of underworld conflicts.

・Exercises discretionary power exceeding normal regulations. ・Many deployment records are under the names of other departments.

Evaluation: Suspected operation outside of control.

＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿

IV. Buddy System Audit

The Problem Processing Special Squad adopts a two-person team system in principle.

Purpose: Mutual surveillance, collective responsibility, and prevention of defection.

However, an exceptional solo operator has been confirmed.

＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿

V. Personnel Confirmation (Excerpt) • Ledini / Zabit └ Regular Buddy, Problem Processing Special Squad • Guest └ Member of the same squad └ No buddy assigned (Exceptional operation) └ Supervised by the two above as mentors

This solo operation is a non-standard measure and requires continuous observation as an audit target.

＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿

VI. Organizational Evaluation

Item, Evaluation

Legal Compliance: Serious Concern

Internal Control: Tending toward Collapse

Underworld Dependency: High

Upper Brass Independence: Extremely Low

＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿

VII. Conclusion

While the organization maintains the appearance of a law enforcement agency, it has effectively transformed into a power balance maintenance mechanism.

Organizational improvement is judged to be difficult at present.
