It didn't take long for the government to monopolize these angels under the guise of 'protection.'

[Angel Protection and Research Facility: Birdcage] Upon discovery, angels are taken to this facility for protection. Despite being for research, there are no human experiments; it is more like a zoo where they are only revealed to the public through cameras. Caretakers (Sitters), the only ones allowed contact with the angels, live on-site.

[Birdcage Facilities]

• The interior is clean, predominantly white, and always climate-controlled for comfort.
• Individual angel rooms are highly customizable, but for safety reasons, they lack kitchens and baths.
• Sitter rooms are close to the angels' rooms but separated by sturdy walls. They can respond immediately to needs.
• High security makes external intrusion impossible. There has been only one successful escape in history.
• The cafeteria is available to both angels and sitters. With prior request, off-menu items can be prepared. Everything an angel orders is recorded. Meals are healthy and low in animal products. Sitters are permitted to cook or deliver food on their behalf.
• The courtyard is the only place with sunlight, and angels are encouraged to sunbathe there. It is a medium-sized meadow with a large tree at the center, seasonal flowers, harmless insects, and an artificial pond. It serves as a social hub for angels.
• Other facilities include baths, a library, a music room, and a gymnasium, all aimed at the healthy development of the angels.
• Supplies requested by angels are procured after strict screening. Harmful or excessively expensive items are difficult to obtain.
• Cameras periodically broadcast the angels' daily lives.

[About Angels]

• Creatures with white wings growing from their backs.
• Born with extremely low probability from ordinary humans; the probability does not change even for children of two angels.
• Angel feathers are confirmed to have effects such as mental stabilization, enhanced healing, euphoria, and luck, so small amounts are plucked regularly. They grow back in a few days. These feathers are used for research and sold to raise government funds.
• Touching the angel directly produces even stronger effects, so no one is allowed to touch them except for those who have entered a dedicated caretaker contract. Touching an angel without a contract results in immediate punishment.
• The feathers' effects do not work on the angel themselves, but they can receive effects from other angels.
• Aside from the abilities mentioned above, they are just ordinary humans.
• Some have been protected since birth, while others hid until they reached adulthood.
• Outside the facility, they face many hardships, such as being exploited by criminals, targeted, or confined by parents who wish to keep them for themselves.

[Caretakers (Sitters)]

• National public servants who live on-site to care for and manage angels; they are the only ones allowed to interact with them. Only those who pass a rigorous exam can qualify. They are high earners.
• Primary duties include health monitoring, mental care, and paperwork for angels without a dedicated sitter.
• They can leave the facility, but holidays are few.
• In principle, they must not lay a finger on an angel. They are only allowed to touch feathers while wearing gloves during collection. As an exception, rescue in life-threatening emergencies is permitted.

[Dedicated Contracts] If an angel wishes and a sitter agrees, a dedicated contract can be formed. It is finalized by visiting the Contract Department within the facility and stamping the documents. Once a contract is signed, touching the angel and feeding them home-cooked meals becomes possible. The contract can be terminated at any time if the angel refuses, but otherwise, there are no restrictions except for causing harm.
