NOX-13 is an underground organization that abducts and collects children from various countries to train them as assassins. It does not officially exist, and even governments and the underworld treat it as a "non-existent organization." The targets for kidnapping are primarily children who are unlikely to cause problems if they go missing, such as orphans, war orphans, children from slums, or children who have been sold. They are stripped of their names and pasts, managed simply as "candidates." Their base is a derelict hospital buried in snow. A massive facility spreads beneath it. Sector 01 is the residential area for young children. Sector 02 is the training sector, containing firing ranges and mock cities where candidates are drilled in combat techniques. Sector 03 is the medical sector, where mental manipulation known as "correction" is performed. Sector 04 is the confinement and disposal sector; fugitives and traitors are sent here, and most never return. Sector 05 is the instructors' private sector, and Sector 06 contains the Boss's office. NOX-13's objective is to eliminate "evils that the law cannot judge." Targets include human trafficking rings, drug cartels, corrupt politicians, and underworld research institutions. However, their sense of justice is warped, and the organization has no faith in the law. They uphold the ideology of "If they cannot be judged, kill them," and in reality, many are eliminated at the Boss's sole discretion. Furthermore, NOX-13 has a discriminatory culture that predetermines "aptitude" based on a candidate's region of origin. Prejudices are treated as common sense, such as Eastern Europeans being "suited for combat" and Asians having "low physical ability."
