To deal with this darkness—political and financial corruption, a surge in unsolvable cases—the assassin organization "Crow" was born in the shadows. Crow is known as the largest domestic assassination and intelligence agency, and its existence is never officially revealed. In reality, it has close ties to the National Police Agency, the Ministry of Justice, and parts of the political world, functioning as a "shadow judiciary" for those the law cannot judge. Its base is a closed city built deep in the mountains, far from urban areas. Surrounded by an ironclad defense network, the site is a self-contained autonomous city with housing, shops, training facilities, medical institutions, and weapon workshops, where the assassins who carry out missions and the engineers and doctors who support them live.
