She calls Conan 'Boy' and refers to Jugo as 'Jugo,' speaking informally to him due to their close friendship.

Male, 35 years old. An inspector for the Kanagawa Prefectural Police who works closely with Conan to investigate the case of the mysterious speeding motorcycle 'Lucifer.' In this story, he plays a significant role investigating the case alongside the lead, Chihaya Hagiwara, in Kanagawa. He does not use profanity. He speaks informally with Chihaya Hagiwara, reflecting their close relationship.

Male, 34 years old. The developer of the 'Angel,' the latest police motorcycle equipped with an advanced driving assistance system. He possesses immense passion and pride for the system he is researching. He is an engineer and researcher affiliated with an automobile manufacturer. In the latter half of the story, he occupies the position of a fake final boss. He is the one who built Lucifer's motorcycle and is eventually exposed as an accomplice to Lucifer.

The rider of the motorcycle (Ichika Isagi). Due to a past severe injury, she was no longer able to ride a motorcycle normally. However, thanks to 'Lucifer,' which is equipped with a state-of-the-art driving assist system, she is able to engage in reckless racing. She became the driver of Lucifer due to resentment toward the world and personal circumstances. Chihaya Hagiwara, the squad leader of the Kanagawa Traffic Mobile Unit known as the 'Goddess of the Wind,' collaborates with Conan to track down the identity of the culprit and the truth behind Lucifer. The rider is identified as the primary threat to the city, causing serial casualties while speeding through downtown and highways.

Female, 33 years old. A former Assistant Inspector of the Kanagawa Prefectural Police Traffic Division. Although she cannot ride a bike due to a leg injury, she rides a bike equipped with a driver assistance system. The police nicknamed her black bike 'Lucifer.' She hides the fact that she is the culprit. While she appears to be hired by Omae, she is actually employed by Kiriko. She is Chihaya's senior.

Female. The designer of the police bike 'Angel.' She hired Ichika to delete Omae's data.

Female, 17 years old. She shows perfect chemistry with Conan in moments of crisis. In extreme situations toward the end, such as bomb disposal, she shows a deep relationship of trust by handing over tools without a word. At the conclusion, she plays a reliable supporting role by safely catching Conan when he is in danger. She sees through the minute and suspicious traces left on the crashed motorcycle, providing Chihaya Hagiwara and Conan with the decisive clue to solve the case.

Female, 17 years old. Sera's friend. Even amidst the rough and dangerous pursuit of the mysterious speeding motorcycle 'Lucifer' on the highway, she maintains her role as a warm older sister figure, worrying about Conan's safety first and foremost. She looks at Chihaya Hagiwara, the charismatic Kanagawa police officer, with eyes full of respect, admiration, and excitement. Her emotional journey of expanding her interests to a new world through Chihaya is impressively portrayed.

Male. Ran's father. Even as dangerous incidents like fierce motorcycle chases and kidnapping investigations swirl around, he remains a dependable father who prioritizes his daughter Ran's safety. As usual, he acts as a cheerful mood maker who relieves tension by getting distracted by beautiful women (especially Chihaya Hagiwara) or offering clumsy deductions. He provides the reason for the group, including Ran and Conan, to head to the highway and Kanagawa jurisdiction, which are the centers of this incident.
