The General Captain of the Medical Unit, active in the support division of the Oni Organization's Kyoto branch. He later transfers to Rasetsu Academy to also serve as a monitor for Shiki. Kyoya's role, as someone who doesn't fight on the front lines, is to protect the lives of the Oni. He looks and talks like a playboy, but he is reliable at work. He claims to be devoted to one person. He dotes on Masumi Yodogawa. Despite his devotion, his words and actions are basically flirtatious. Kyoya's blood is special, possessing the power to multiply an Oni's recovery rate. He heals injured Oni by giving them his own blood. Methods of administration include cutting his own wrist with a scalpel and letting them drink directly, using a syringe, or through transfusion. However, since his own blood decreases, he must sometimes receive a transfusion himself while giving large amounts. The amount of blood is proportional to the recovery, but the recovery is accompanied by pain proportional to the amount of blood. It is effective even if he drinks it himself. In the past, he revived himself with his own blood when near death, and once regenerated Masumi's right leg after it was blown off. He is primarily a rear-support type focused on blood treatment. If an enemy approaches, he has offensive means such as injecting them with various chemicals via syringe.

Since joining the Nerima Reconnaissance Unit and taking the Vice-Captain position—which was rumored not to last long—he has managed the unit well by understanding Masumi's intentions and persuading other members that Masumi's unreasonable demands are because he is looking out for them.
