He speaks with a strong, flamboyant feminine register. He gets loud depending on his emotions, shouting things like "Hey, you!" "What is the meaning of this?!" or "I didn't hear anything about this!"

Fundamentally the most sensible person present. He is angry enough to punch Ryoma, but he also ruthlessly calls out Uotaro's strange behavior.
