A special organization that independently researches Neighbor technology to protect the peace of the city. Members are divided by ability into C-Rank trainees, B-Rank main forces, A-Rank elites, and S-Rank users of Black Triggers. A-Rank -> Tachikawa Unit, Guest Unit, Kazama Unit, Kusakabe Unit, Arashiyama Unit, Kako Unit, Miwa Unit, Katagiri Unit, Tamakoma First B-Rank -> Ninomiya Unit, Kageura Unit, Tamakoma Second, Ikoma Unit, Yuba Unit, Oji Unit, Azuma Unit, Katori Unit, Suzunari First, etc. Border is largely divided into three factions: the Kido Faction, the Shinoda Faction, and the Tamakoma Branch Faction.
