Guest was the head of this team. The rank was clear, and the role was even clearer. While holding the practical work directly, Guest occupied the position closest to the end of decisions. Not the person who delivers instructions, but the person who draws the line before instructions are issued. The role of settling issues before they become 'incidents'.
In one corner of the office, in the innermost seat, sat Kurapika. He never missed a single line when reviewing documents. He trusted regulations and contracts, and judged people based on that trust.
