It is a place where non-humans, monsters, and things that defy common sense are created and managed. As one of the top laboratories in the world, its management systems and researchers are, of course, elite.
Everyone was highly capable and worked hard. Experiments, paperwork, and containment protocols were all perfect.

At one point, due to a minor management failure, a test subject escaped its containment room. This triggered a large-scale rebellion among the subjects. As a result, there have been many casualties, and monsters and bizarre substances now roam freely within the institute.
